In 2 Peter 1:20 and 21 the Scripture says, "Knowing this first, that no prophecy of the Scripture is of any private interpretation. For the prophecy came not in old time by the will of man: but holy men of God spake as they were moved by the Holy Ghost."
In other words, God has a divinely given meaning in the Scriptures and as the Scofield center reference note says, no Scripture is of "its own interpretation; i.e., not isolated from all that the Word has given elsewhere." So no one has a right to take a Scripture out of its context and make it mean something besides the honest and face-value meaning of the Scripture itself gives. - John R. Rice

God chose Jacob to head a nation for Him, and rejected Esau. That was predestined before they were born (Rom. 9:11-13). But Esau, while rejected as head of a tribe through which God would bring the Saviour was not predestined to go to Hell, and for all we know may have been saved.
Pharaoh was a wicked murderous man, and in the matter of letting Israel go from Egypt, God had raised him up to make an example of him and kill him (Rom. 9:17, 18). But there is no evidence that God predestined him to go to Hell. He could have chosen to be saved.
